Supplies needed:
Paint Pro Shop
PTU Scrapkit by Black Widow Creations found at http://undergroundscraps.info/
Frame and Tubes used are from scrapkit
WSL_ Halloween Mask 1 found at http://weescotslasscreations.blogspot.com/search/label/Masks
font titled Cardinal found at dafot.com

Open a new image 500x600.
Pick a dark paper from the kit, flood fill and apply your mask, merging your group at the end.
Open Frame 2, and click inside the frame.
Pick another paper from kit and then go to selection, modify, expand by 4 and then copy and paste as a new layer then invert delete.
Then using your magic wand insert your images inside the frame.
Add some elements of choice in and around your frame and inside the web.
Now using the font specified above, about size 32 add your text and your done.
Remember to add your credits.
